The E217 series is a suburban train based on the 209 series that was introduced in 1994 to replace the 113 series on the Yokosuka and Sobu Rapid Lines.The basic 11-car formation has two double-decker green cars. In the 8th series, which was added in 1999, the side windows of the long-seat cars were made the same as those of the 209 series 500 series, and the production of the E216 series 1000 series was resumed and incorporated into the formation of 4-car formations.

In 2007, the color of the stripes on the car body was changed to match the equipment renewal work on the underfloor equipment, etc. The skirt of the leading car was also replaced with a reinforced type.
